DSP Traineeship Programme 2027: 30 Places on a CO-to-EO Track
The Department of Social Protection traineeship for 2027: 30 places, 12 locations, open at 17 plus, one online test and an interview. Closes 15 September.
The Department of Social Protection is taking on 30 people in February 2027 for a two year programme that starts at Clerical Officer grade and finishes with an interview for Executive Officer. You need to be 17 on or before the closing date. No degree or Leaving Cert requirement is listed.
Then the part that does most of the deciding. You pick one location out of twelve, the pick is final, and it removes you from every other one. All eligible applicants sit one online psychometric test, and the highest placed by location go to interview.
Applications close at 3pm on Tuesday, 15 September 2026. It was advertised on 25 August 2026, so that is about three weeks.
Worth knowing as context rather than as a fact from the booklet: there is no open general service national Clerical Officer or Executive Officer panel competition at the moment, which makes an entry level route like this unusual.
What the two years actually look like
Year one is a Deciding Officer role at Clerical Officer grade, awarding income support decisions under Social Welfare legislation. For new entrants it is an appointment to a permanent Clerical Officer position on a nine month probationary contract. Serving civil servants who already completed Clerical Officer probation do not repeat it.
Year two moves you into one of three roles:
- Job Coach, assisting jobseekers.
- EO Inspector, doing investigations and reviews, which may include attending customers’ homes as a Social Welfare Inspector.
- EO Operations, processing claims and managing applications.
After year two, having demonstrated satisfactory progression, candidates get an interview process for a role at Executive Officer grade. Read that as written: it carries you to the interview, not to the grade.
Accredited learning is built in. Everyone takes the Certificate in Social Protection Studies at QQI Level 6, worth 15 ECTS. Then one QQI Level 7 certificate at 15 ECTS matched to the role: Social Welfare Decision Making for the Deciding Officer year, then Public Employment Services Provision for Job Coaches, Social Protection Investigative Work for EO Inspectors, or Managing Social Protection Services for EO Operations.
Pay, hours and where you sit
Pay follows the Clerical Officer scale effective 1 June 2026. On the PPC weekly rate it starts at €611.75 and rises by increments to €905.60, with two long service increments of €934.03 and €958.80. A different rate applies where the appointee is not required to make a Personal Pension Contribution.
The week is 35 hours with flexible start and finish times. Annual leave is 22 days, rising with service to 27 at the Executive Officer maximum.
The condition to plan around: full time attendance in the workplace for the first eighteen months, after which blended working may be applied for within the eligibility criteria. Most roles are customer facing, on the phone and face to face. Year two may require a full driving licence depending on the role, listed as desirable.
Who can apply
The floor is at least 17 years of age on or before the closing date. After that the essential requirements are capability based rather than qualification based: showing the capabilities of a Clerical Officer with potential to develop Executive Officer capabilities, openness to accredited learning at QQI Levels 6 and 7, taking direction, organising your work, working well with the public, flexibility and clear communication.
You also have to fulfil citizenship, health and character requirements, and meet the Public and Civil Service Redundancy and Ill Health Retirement Scheme criteria.
Serving civil servants up to and including Clerical Officer grade may apply, as a progression route.
One location, and it is final
The twelve locations are Longford, Buncrana, Letterkenny, Galway City, Waterford City, Cork City, Limerick City, Thurles, Bray, Dublin 1, Clondalkin and Coolock.
You select a maximum of one location, it cannot be changed once chosen, and selecting it automatically eliminates you from consideration for the others.
That matters more than it first reads, because the 30 places are recruited on the order of merit by preferred location. You are competing against the people who picked the same town, not everyone who applied. No per location split of the 30 is published, so anyone naming the soft option is guessing.
Choose on where you can genuinely work through eighteen months of full time office attendance.
How the selection runs
Three stages.
First, all eligible candidates are invited to an online psychometric test, with live online proctoring to verify identity. You can sit it anywhere with a computer and reliable internet. A PC or laptop is advised rather than a phone or tablet, and secure work or college networks can cause technical difficulty. Specific time windows apply.
Second, the highest placed candidates by preferred location, in order of merit after the test, go to competitive interview. Those candidates submit a capability based questionnaire in advance which is used during the interview itself. The interview assesses the Clerical Officer capabilities under the Public Jobs Capability Framework, plus aptitude and interest in developing toward Executive Officer capabilities. The areas named include innovation and change management, managing a team, resolving complex queries, using initiative, and analysing information and making recommendations.
Third, 30 candidates are recruited on the order of merit, by preferred location. The panel formed will be in place for one year from establishment.
What the booklet does not say
It does not name the test provider, and it does not name the specific test types inside “psychometric test”. It does say: “No other special preparation is required, and past papers are not available.” It also states that DSP has no function or involvement in the provision of, and does not endorse, any preparation courses relating to the selection process.
Take that at face value. Anyone selling the exact format of this test is filling a blank the official material left empty.
How to apply
Applications go through the DSP Careers Portal at dspcareers.thehirelab.com. It is also advertised on the publicjobs.ie job board, but that listing states publicjobs has no involvement in the recruitment. The portal does not support Internet Explorer, so use Edge or Chrome.

Questions people are asking
Do I need a degree or a Leaving Cert to apply? No such requirement is listed. The stated age requirement is at least 17 years of age on or before the closing date, and everything else is capability based.
