Kerry County Librarian 2026: eligibility and application guide

The County Librarian leads Kerry’s library service across the county and acts as Business Unit Head for Library and Culture Services. The role covers strategy, service quality, people, buildings, budgets, digital access, collections, culture and community engagement.

The qualification gate is direct

Candidates need a Level 8 degree in Library and Information Studies. They also need satisfactory library-work experience, including experience at strategic management level, and satisfactory knowledge of public-service organisation.

The qualification certificate and transcript must be uploaded. An equivalent overseas award needs the comparability and translation evidence described in the booklet.

What countywide leadership means

The County Librarian delivers national and local strategies across a network, manages staff and resources, sets targets and indicators and leads policy, improvement and innovation.

The service supports literacy, health, age-friendly work, culture, climate activity and access to other local-authority services. The role also manages capital needs, funding, arts partnerships, technology, budgets, procurement and internal controls.

This is wider than professional stewardship of collections. A strong application should show how library expertise becomes an inclusive public service across several sites and communities.

Build a service-change example

Choose a change where demand differed across locations or user groups. Explain the evidence, priority decision, staff and budget implications, implementation and effect on participation or service quality.

For digital work, avoid presenting the platform as the outcome. State who could not access the previous service, what you changed and what usage, completion or feedback showed afterwards.

For leadership, prepare a case involving several branches, a difficult resource choice or staff capability. The panel needs to see strategic direction and the management that made it real.

What is confirmed about assessment

The booklet provides for application shortlisting and says online tests may be used where candidate numbers are large. It does not confirm a mandatory aptitude test or name numerical, verbal or situational judgement.

An optional Irish-language assessment can provide extra marks. It is separate from essential eligibility.
