This appointment combines chief executive responsibility with the statutory role of Pensions Regulator. A candidate has to show they can lead the organisation and exercise regulatory judgement. Strength in only one half leaves the panel with an obvious question.

The five-year contract enters at the stated maximum of the Assistant Secretary PPC scale. It is a whole leadership job, not a technical advisory assignment carrying a senior title.

The essential case for appointment

The booklet asks for significant senior leadership in a regulatory setting or an industry subject to strong regulatory oversight, ideally pensions, financial services or a close field. Candidates need strong pensions or financial-regulation knowledge, or a convincing capacity to acquire and apply it quickly.

It also requires leadership in a complex multidisciplinary organisation or function, including high-profile, high-risk or otherwise difficult decisions. Modernisation and performance improvement are prominent. The panel wants someone who can implement technology or other solutions, lead sustainable change and simplify processes.

Governance, operations, programme delivery and execution against performance measures sit alongside analysis and management. Your application should join those points rather than answer each with an unrelated example.

Evidence that carries executive weight

Choose moments where the organisation could have moved in more than one defensible direction. Explain the statutory or policy boundary, the information available, the parties affected and why you chose one course.

For modernisation, avoid a catalogue of systems. State the operating problem, how you secured support, what changed for staff or regulated bodies and what the data showed afterwards.

For regulation, demonstrate independence without confusing it with isolation. Strong regulators listen, test evidence and explain decisions. They do not surrender the decision to the loudest stakeholder.

The application will be easier to defend later if you keep the underlying figures, timelines and decisions in a short evidence file.

Possible assessment stages

The booklet says the process may include shortlisting, a preliminary interview, online questionnaires, an Executive Assessment Centre, case study, work sample, role play, media exercise and a competitive interview that may include a presentation.

That is a wide menu. It confirms that executive exercises are available to the selectors, but it does not confirm a numerical, verbal or situational-judgement aptitude test. It also does not promise that every listed method will be used.

Prepare the underlying executive skill before an invitation arrives. Take a short unfamiliar brief, identify the decision, state your recommendation, name the main risk and explain what you would do in the first 30 days. Once instructions issue, follow their format exactly.

If a preliminary interview is used, the difference between preliminary and final interviews is useful. The earlier stage often needs a clean case for fit; the final stage can probe judgement and delivery in depth.

Practical conditions to notice

The appointment is a five-year fixed-term contract with a normal nine-month probationary period. The booklet states 30 days of annual leave. Interviews are to take place in person, according to the current material.
