Coimisiún na Meán HR Officer: The CO Application Explained

The HR Officer role at Clerical Officer grade closes 6 October. Check the two-page CV, one-page letter, criteria and interview route.

Archive note, 13 October 2026: Applications closed on 6 October 2026. The historical HR pack link is unavailable. The employer careers page lists current roles; it is not the archived pack.

Checked 22 September 2026. Coimisiún na Meán is hiring a Human Resources Officer at Clerical Officer grade. The application closes at 3pm on Tuesday, 6 October 2026. Publicjobs hosts an advert, but Coimisiún na Meán directs applicants to its recruitment partner, CPL. Read the current vacancy and information pack before you apply.

The detail that changes your preparation is the application format: a CV of no more than two pages and a cover letter or personal statement of no more than one page. This is not the standard PublicJobs CO application flow, and the employer’s pack does not announce a CO aptitude test for this vacancy.

What the job involves

The post sits in the People and Organisational Development team. The employer’s pack describes support for employee records and HR systems, induction and onboarding, the Performance Management and Development System, staff queries and day-to-day People Operations work. That work also includes preliminary payroll administration, occupational health administration, reporting and expenditure tracking.

It is a permanent, full-time role with a 35-hour week. The pack says the current hybrid policy involves two office days a week, and locates the office at Shelbourne Road, Dublin 4. It identifies the Clerical Officer pay scale but does not print a euro figure. Check the employer’s current scale and your prospective entry point with the recruiter instead of assuming the scale from a different organisation.

What the essential criteria actually say

The pack requires relevant clerical or administrative experience, good interpersonal and communication skills, attention to detail, Microsoft Office proficiency and a willingness to learn. Previous HR administration experience and an understanding of public-sector structures are desirable, not listed as essential. Read the full official pack (historical link unavailable, checked 13 October 2026), including its citizenship and residence conditions, before assessing your own eligibility.

This distinction matters in your letter. If you have not held an HR job, do not invent one. Show where your genuine administrative work demonstrates accuracy, confidentiality, service to colleagues and the ability to learn a new process. The CV can carry the chronology; use the letter to connect your strongest evidence to this role’s stated requirements.

What happens after application

The pack says candidates are shortlisted against the specified criteria using the information in their application. Shortlisted applicants are then invited to a competency-based interview in person at the Dublin office. The named interview areas include teamwork, information management, delivery of results, customer service and communication, specialist knowledge and public service values. There is no confirmed online test in this pack.

Our STAR method guide can help you organise your own examples for an interview, but the employer’s pack is the authority on this role’s criteria. Avoid copying phrases from it without showing what you did.

Apply through the employer’s route

Use the Apply now via CPL link on Coimisiún na Meán’s current vacancies page. The pack says late applications or applications sent through the wrong channel will not be considered. Check the CV and letter page limits, then submit before 3pm on 6 October. PublicServicePathway cannot submit the application or decide whether you qualify.
