The HEO 2026 form is not simply a record of your employment. Its campaign section asks for five required responses, each with a maximum of 350 words. One establishes the three-year management requirement. Three ask for evidence against HEO capabilities. The final field allows relevant supplementary information.

The closing time is 3pm on Thursday 10 September 2026. Only one application is permitted, and the official booklet says submitted applications cannot be changed. Build the evidence before you start compressing it.

The first response permits more than one role. Responses two to four ask for a specific example. Treat those differences seriously. A timeline belongs in response one; a focused piece of evidence belongs in responses two to four.

Question 1: three-year management eligibility

The form asks for details of at least three years of relevant experience in formally managing people or teams at an appropriate HEO level. It provides a structure: role title, organisation, dates, team size or composition, and a brief description of the management responsibility.

This is not the place for a loose leadership statement. Make the timeline auditable. The reader should be able to see:

  • how the periods add up to at least three years by the closing date;
  • who or what sat within your formal management remit;
  • the scale and complexity of the work;
  • the decisions, standards and delivery for which you were accountable.

If your title does not contain the word “manager”, that does not automatically rule the experience out. Equally, coordinating a project or helping colleagues does not automatically make it formal people or team management. The substance of the responsibility is what must be clear.

One wording note, because it stopped a lot of candidates in the campaign’s first days: the booklet describes the requirement more broadly than this question does, including managing workloads, projects and processes, and candidates who emailed publicjobs about the gap report being told the experience can be drawn from managing teams, projects, resources or stakeholders. If the form wording alone was about to make you close the tab, read what counts as three years of management experience before you decide.

Question 2: leading and empowering others

This response asks for one example of leading and empowering others towards a strategic objective. It also asks how you shared knowledge or insight to achieve the best outcome.

A strong evidence file will contain five things before drafting begins:

  1. The strategic objective and why it mattered.
  2. The team context and the challenge you faced.
  3. The leadership choices you personally made.
  4. How other people gained ownership, judgement or capability.
  5. A result that can be checked or measured.

Delegating tasks is not, by itself, evidence of empowerment. Show what authority, information, support or decision-making space you gave others and what changed as a result.

Question 3: evidence informed delivery

The third response brings analysis and execution together. The form specifically points candidates towards projects and resources such as budgets, stakeholders and timelines. It also names analysis, judgement, decision making and delivering excellence.

Choose an example where the evidence altered what you did. Record the options considered, the information used, the judgement made and the delivery consequence. A project summary that never reveals your decision is unlikely to show the capability clearly.

Useful preparation notes include the scale of the project, people or budget, the deadline, the competing pressures, the evidence source, the decision and the quality or service result.

Question 4: communicating and collaborating

The fourth response asks for evidence of communication and collaboration. The prompt suggests influencing and negotiation, networking and consulting, organisational change, and relationship building with colleagues or key stakeholders.

Avoid using most of the word count to list meetings. Identify the different interests in the room, what had to change, where resistance or disagreement existed, and how your communication moved the work forward. The outcome should have been achieved through the relationship, not merely reported to the stakeholder afterwards.

Question 5: supplementary information

This field can cover relevant CPD, additional experience, achievements, professional or community involvement, and relevant traits. The form tells candidates to enter “N/A” if it is not applicable.

Use it to add something material, not to repeat the previous three examples. A qualification, sustained involvement, achievement or additional responsibility is useful when it strengthens the case for HEO work and has not already been properly captured elsewhere.

A clean drafting sequence

Start outside the final prose. First build the three-year timeline. Then select one distinct story for each of responses two to four. Put facts, figures, dates, stakeholders and outcomes beside each story. Only then draft to the 350-word limit.

This sequence protects against two common problems: forcing one story into every question, and polishing prose before the underlying evidence is complete.
