What Counts as Three Years of Management Experience for HEO 2026?

A practical way to test and evidence the HEO 2026 requirement for three years of relevant formal people or team management.

The HEO 2026 eligibility rule is unusually direct: candidates need at least three years of relevant management experience, and the live form asks for experience in formally managing people or teams at an appropriate level for Higher Executive Officer.

That does not mean a particular job title is required. It does mean the application must show more than informal leadership, occasional supervision or personal responsibility for a busy workload.

The safest question is not “Can I make this sound managerial?” It is “Can I show the duration, formal remit, scale, decisions and accountability clearly enough for an eligibility reviewer to verify?”

Start with a dated management record

Add the qualifying periods conservatively. Do not double-count overlapping roles. The form permits more than one role, so a clean sequence is more useful than trying to force three years into a single position.

Five signals that the experience is genuinely managerial

Formal management usually leaves evidence in the way work is organised and people are supported. Look for sustained responsibility across several of these areas:

  • setting priorities, work plans, targets or service standards;
  • allocating work and balancing capacity across a team;
  • monitoring performance, quality, risk or deadlines;
  • giving feedback, coaching, developing capability or addressing performance issues;
  • making decisions that affect resources, delivery or other people’s work;
  • reporting results and being accountable for corrective action;
  • creating an inclusive environment and sharing knowledge.

This is not an alternative checklist invented by PublicServicePathway. It is a practical way to expose the substance behind the role title and connect it to the experience described in the official HEO material.

What may not be enough on its own

Some experience sounds close to management but needs careful distinction:

Being the most experienced person. Colleagues may rely on you without reporting to you.

Training a new colleague. Valuable work, but one induction does not establish a sustained formal management remit.

Coordinating a project. The form’s eligibility response asks about formally managing people or teams, so a project record needs to show real management substance: ownership, resources, decisions and accountability. See the next section for what publicjobs said when candidates asked exactly this.

Covering a manager’s leave. Acting responsibility may be relevant if it was formal and substantial, but short or undocumented cover should not be stretched into a three-year record.

Managing your own caseload. Complexity and autonomy are useful evidence elsewhere, but they are not the same as managing a team.

What publicjobs said when candidates asked

The wording gap between the two official documents caused a real argument in the campaign’s first days. The information booklet describes the requirement as three years’ relevant management experience and gives examples that include managing workloads, projects or processes. The application form’s first question then asks for details of experience formally managing people or teams, with dates and team sizes. Plenty of experienced candidates read the form wording and concluded they were excluded.

Candidates who emailed publicjobs to ask which wording governs report receiving a written answer, and the same text has been shared on more than one forum. The position described in that reply: the eligibility requirements are separate tests, the three years of management experience can be drawn from managing teams, projects, resources, stakeholders and similar responsibilities, and the Capability Framework allows that experience to come from a wide variety of sources. Candidates from the equivalent 2024 competition also report that management experience from settings like retail was accepted on the form and used at interview.

Treat that as candidate-relayed rather than a published rule: we have not seen the reply first-hand, and only publicjobs can rule on your case. But the practical direction is clear. If your three years come from formally running projects, processes, budgets or services with real accountability, do not screen yourself out on the form wording alone. Lay out the record with dates and scale, describe the management responsibility plainly, and if your situation is genuinely unclear, put the question to the competition mailbox at HEO2026@publicjobs.ie before the closing date rather than after it.

Internal and external candidates

The competition is open, so relevant management evidence may come from the Civil Service, another public body, a private business, a charity or another setting. An external candidate does not need to translate every job title into Civil Service language. They do need to make the level of responsibility legible.

Replace internal shorthand with scale and consequence. “Led BAU” is weaker than a factual account of the team, service volume, deadlines, decisions and outcome. The reader should not need knowledge of your organisation to understand what you managed.

Make “appropriate level” visible

Duration alone is not the whole test. The experience must also be relevant and at an appropriate level for HEO. The official HEO campaign page describes HEOs as experienced middle managers who lead teams, manage delivery and support departmental and cross-government priorities.

Your record becomes easier to evaluate when it shows complexity, judgement and consequence. Useful facts include team size and mix, competing priorities, sensitive stakeholders, service impact, budget or resource decisions, change delivered, and how you assured quality.

Do not inflate the work. Specific, proportionate evidence is more credible than grand language.

Turn the timeline into the 350-word response

The first live campaign question provides five headings: role title, organisation, dates, team size or composition, and a brief description of management responsibility. Preserve that structure.

For each role, use the responsibility description to show the formal remit and level. Avoid spending most of the word count on what the organisation does. The question is trying to establish what you managed and for how long.

Do I need “manager” in my job title?

The published requirement focuses on relevant experience, not a particular title. Your application still needs to show a formal people or team management remit at an appropriate level.

Can I combine management experience from different jobs?

Yes. The live form permits candidates to reference more than one role in the three-year management response.

Does project management count as formal people management?

The form asks for formal people or team management, but candidates who emailed publicjobs report being told the three years can be drawn from managing teams, projects, resources or stakeholders, from a wide variety of sources. Can experience outside the Civil Service count?

The open competition is not limited to existing civil servants. External experience must still meet the published relevance, duration and level requirements.
