This competition covers six appointments: one Chairperson and five ordinary members. The same booklet covers both, but the evidence threshold is not identical.

The Board hears appeals against decisions made by the Director of Film Classification. It can reverse or vary a classification, and its decision is final. The work is occasional, yet the judgement has to be careful because the Board is applying law and regulation to contested material.

The shared essentials

Every applicant has to demonstrate senior-level evidence of:

  • excellent judgement and objective decision-making;
  • an ability to apply regulations;
  • knowledge of the film sector.

Applicants for Chairperson must also have board membership experience. Previous experience chairing a board engaged in adjudication is preferred. Board experience and deeper film knowledge are listed as desirable for applicants generally.

Those criteria point to a specific kind of cover letter. A general account of loving cinema will not prove that you can decide an appeal. Equally, regulatory experience without credible film-sector knowledge leaves a gap.

Choose evidence where a decision had consequences

The best starting example is one where you had to apply a rule to facts that were open to argument. Explain what evidence was relevant, what had to be disregarded and how the final decision was reached.

For a Chair application, add the group process. Did you frame the question, make sure each view was heard, draw the discussion back to the governing rule and bring the body to a clear decision? That is more useful than saying you chaired meetings.

It can help to check what publicjobs boards assess after the first draft. The question is whether each claim can survive “What did you personally do?”

What the role may involve in practice

Three members form a quorum for an appeal. In certain close or evenly divided decisions, the appeal must be reheard by at least five members. The Irish Film Classification Office provides the secretariat.

The booklet says the time requirement depends on the number of appeals. Attendance might be around twice a year, and has been lower in recent years. There are no subcommittees. The appointment lasts five years and is unpaid, with travel and subsistence at Civil Service rates.

Low frequency does not mean low responsibility. An application should acknowledge the need to prepare for an appeal when called, consider the material independently and manage any conflict of interest.

The selection process is document-led

The assessment panel reviews the expression of interest against the published criteria. It may consider the written application, arrange a meeting or conference call, check referees, or use another verification method.

No aptitude test is named. There is no evidence in the current booklet of numerical, verbal or situational-judgement testing. Do not buy a general test pack for this appointment on the strength of generic wording.
