What the FSPO Council ordinary member competition requires, how the three vacancies are assessed and how to make specialist evidence clear.

The three vacancies are not interchangeable seats for generally senior applicants. The governing legislation requires a Council with particular knowledge across consumer protection, financial services and pensions. Your first job is to show which part of that mix you can credibly fill.

The Financial Services and Pensions Ombudsman provides an independent service for unresolved complaints. The Council has oversight and advisory functions, but it does not decide how the Ombudsman handles an individual complaint.

Start with the statutory fit

The booklet explains that ordinary members collectively need knowledge or experience in three areas:

  • consumer protection and other consumer issues connected with financial services;
  • the financial services industry;
  • the pensions industry.

Read the detailed essential and desirable criteria in the booklet before choosing a route. Then state your fit in the first part of the cover letter. “Financial services professional” is too wide. Name the domain, seniority, decisions and public-interest consequence.

Someone with several relevant strands should still lead with the strongest. A panel can understand range after it understands the core case for appointment.

Show that you understand the Council’s boundary

The Council determines the industry levy by regulation, reviews the Ombudsman’s efficiency and effectiveness, and advises the Minister or Ombudsman on relevant matters. It has no role in the treatment of a particular complaint.

That boundary is fertile ground for evidence. Use examples where you:

  • provided oversight without interfering in an independent decision;
  • balanced consumer protection and workable regulation;
  • examined organisational performance or financial information;
  • advised a decision-maker on a sensitive issue;
  • handled a conflict or protected confidence.

A specialist who cannot step back from casework may look less convincing than someone who shows how knowledge improves governance. What publicjobs boards assess is a useful final check on that distinction.

The commitment is wider than seven meetings

The Council averages seven half-day meetings each year, with preparation. Members also sit on either the Audit and Risk or Finance subcommittee, each meeting about four times a year. The stated total is around 12 to 14 days annually.

Meetings take place at Lincoln House in Dublin, although some may be online. The fee is €12,600 a year, subject to the One Person One Salary rules described in the booklet.

What is confirmed about assessment

The panel reviews the expression of interest against the published appointment criteria. It may use the written application, a meeting or conference call, referee checks and other appropriate verification.

No aptitude test is named. The current booklet gives no basis for assuming numerical reasoning, verbal reasoning or situational judgement. The immediate work is a precise CV and cover letter.

Keep the two documents complementary. Let the CV establish chronology and scope. Let the cover letter prove specialist fit, oversight judgement, independence and the capacity to contribute to a collective body.
